Digitalizing systems for public infant care programs

SIDIPA is a national-level public program in Argentina aimed at giving help and resources to families raising children up to four years of age, as well as pregnant people in vulnerable situations.

Why were we hired?

The public institution in charge of the SIDIPA program required the digitalization of the monitoring and evaluation processes used by their technical teams and facilitators Proposal: They needed to go through a critical digitalization process in order to have real time data and enable an updated status of the families that could help the work of decision-makers.

Actors involved

  • Facilitators: Are in direct contact with families. Students, professionals or neighborhood referents.

  • Territory-level teams: Manage funds uploading information and documents, and inviting new investors.

Goals

Challenges

  • Digitizing government data is a challenging process because of how sensitive and important the data is. This project also involved a great number of actors and potentially affected stakeholders.

  • As facilitators work throughout the country, including in areas with poor or no Internet access, we created a system that could work even with no Internet connection. The app is also responsive and works well even across low resolution mobile devices.

How have we worked?

We interviewed stakeholders, identified technological needs and limitations and from there we defined the necessary solution. After several iterations of prototyping and testing, we were ready to develop, implement and, finally, train facilitators in the use of the new digital tool. :

The solution

  • We developed a Progressive Web App aimed at facilitators, the data collectors working across the country who were onboarded and coached. To accompany this PWA, we developed the backoffice system, for regional coordinators, who would leverage the data obtained through the PWA in order to organize their work.

  • We achieved easy, intuitive data upload processes that adapted to each team’s needs and allowed them to sync their data input without conflicts.
